HCL Foxconn Semiconductor Facility to Boost ‘Made-in-India’ Chips and Strengthen Global Value Chains

The HCL Foxconn semiconductor facility (India Chip) has been launched in Uttar Pradesh, marking a significant milestone in India’s push to strengthen domestic chip manufacturing.

The establishment of the HCL Foxconn semiconductor facility is aimed at accelerating the development of a robust semiconductor ecosystem and reinforcing the country’s drive towards self-reliance in semiconductor production.

Prime Minister Narendra Modi participated in the groundbreaking ceremony of the unit via video conferencing. The ceremony comes close on the heels of the Global AI Impact Summit held in New Delhi, reinforcing India’s ambition to position itself as a global semiconductor hub.

The HCL Foxconn semiconductor facility is being seen as a strategic step in strengthening India’s participation in global value chains while enhancing supply chain resilience.

India’s Rapid Push Towards Viksit Bharat

Addressing the gathering, Prime Minister Narendra Modi emphasized that India is rapidly advancing toward the goal of Viksit Bharat. “I have said from the ramparts of the Red Fort, India has no time to stop or pause. Since the beginning of 2026, India has accelerated its pace,” he remarked.

Referring to recent milestones, including the Viksit Bharat Young Leaders Dialogue, National Startup Day, and the India Energy Summit, he noted that these initiatives have energized the startup revolution and highlighted India’s growing global stature.

The HCL Foxconn semiconductor facility aligns with these national efforts, reflecting the country’s focus on building a strong semiconductor ecosystem.

The Prime Minister stated that the Budget for Viksit Bharat has injected fresh momentum into the nation’s progress, calling the week historic for India.

He highlighted that at the Global AI Impact Summit, world leaders, heads of state, and tech giants witnessed India’s AI capabilities and praised the country’s strategic vision.

He noted that immediately after the summit, India moved forward with the HCL Foxconn semiconductor facility to strengthen its semiconductor ecosystem.

“India is now striving to stand alongside the world’s top nations in providing the processing power required to run the modern world and is working simultaneously on software and hardware aspects,” Shri Modi emphasised.

Semiconductor Ecosystem and Strategic Vision

Reiterating his vision of the current decade as India’s Techade, Prime Minister Modi stated that investments in Green Energy, Space Tech, Digital Technology, and AI will form the foundation of 21st-century capability. The HCL Foxconn semiconductor facility stands as a prime example of India’s commitment to investing in future technologies.

Highlighting the strategic importance of chips, he compared their value in the 21st century to oil in the 20th century. “During the Corona pandemic, the world saw the fragility of the chip supply chain.

When supply hit a brake, global economies faltered,” he noted. He added that India learned from the crisis and resolved to become self-reliant in chip manufacturing. “Today’s programme is a reflection of this vision.”

The Prime Minister said that “Made-in-India” chips are the backbone of a Viksit Bharat, powering critical sectors from AI and 6G to Defense and EVs.

He mentioned the Chips to Startup initiative, which aims to train 85,000 specialists, along with the Semiconductor Mission’s second phase and the establishment of Rare Earth Corridors for end-to-end R&D and manufacturing support. The HCL Foxconn semiconductor facility is positioned as a cornerstone in this broader semiconductor mission.

Uttar Pradesh Emerging as Semiconductor Hub

As a Member of Parliament from Uttar Pradesh, the Prime Minister expressed pride in the state’s transformation. “UP is becoming a major center for the semiconductor ecosystem, which will bring design houses, R&D centers, and startup ecosystems to the region, creating vast employment opportunities for the youth,” Modi noted.

He highlighted that in the last 11 years, India’s industrial landscape has undergone a monumental shift, with electronics manufacturing growing six-fold. Domestic mobile production has increased 28-fold, while exports have surged 100-fold. Uttar Pradesh now accounts for more than half of all mobile phones manufactured in the country.

The Prime Minister credited the “Double-Engine Government” for transforming Uttar Pradesh’s identity, citing expressways, defense corridors, and world-class infrastructure such as the Noida International Airport and Dedicated Freight Corridors. He added that global investors are coming to Uttar Pradesh with confidence.

He also announced that he would inaugurate the Delhi-Meerut Namo Bharat Train Corridor, further enhancing regional connectivity. The HCL Foxconn semiconductor facility is expected to complement this infrastructure push and accelerate industrial growth in the state.

HCL Foxconn Semiconductor Facility: Global Partnership and Value Chain Resilience

Concluding his address, the Prime Minister thanked Roshni Nadar, Chairperson of HCL Technologies, and Bob Chen of Foxconn for their partnership in establishing the HCL Foxconn semiconductor facility.

He noted that Foxconn’s presence sends a strong global message: “A democratic India is a trusted partner. Our participation in the value chain increases its resilience, a win-win for India and the world.”
